This question is probably a duplicate, but I haven’t found anything similar, so I hope this isn’t a dupe.
I have a Makefile like this:
CXXFLAGS += -DMAJOR=1
When I run make test, I get this output:

If I run echo $MAJOR, I get 1.
I’ve read that it’s possible to detect environment variables by using $(shell…) or shell…, but I’ve seen different examples and can’t get it to work.
If I remove the CXXFLAGS and only leave the foo target, it works fine, but I need the CXXFLAGS.
Can anyone see what I’m doing wrong?
The issue is that you are calling a shell, not doing anything. Remove the shebang and use $(CXX) instead.
$(CXX) is the GNU Make way of referencing the CXX compiler. CXXFLAGS are only valid for the main target. They are meant to be used to set options on the compile process.
The $(shell…) trick is common when your makefile is interpreted by sh rather than bash. It can be problematic if you want to use a variable (e.g. an environment variable) in sh but not in bash, because variables are not expanded in sh.
Instead, use $(CXX) instead of $(shell echo…).
