The Australian government has, since its accession to the Kyoto Protocol in 1997, reduced its emissions of greenhouse gases by only 8.8%, or 45,000 tonnes. This equates to 3% of Australian greenhouse emissions which has been reduced each year since 1997.

The 12% reduction target set by Kyoto Protocol is to be reduced to an emission level of 5% by 2012. However, the major greenhouse gas emissions in Australia are from the burning of coal, oil and natural gas. Burning these fuels generates carbon dioxide emissions that have been increasing steadily over recent years.

Australian greenhouse gas emissions increased by 10.2% in 1997. This is higher than the rate of increase of emissions in the rest of the world, which is 4.5%. In fact, Australia’s emissions are now higher than in the rest of the world.

The increases in greenhouse gas emissions in Australia in 1997, 1998, 1999 and 2000 were 12.4%, 13.5%, 12.4% and 13.2%, respectively. The total increase in Australian emissions from 1990 to 2000 was 83.4% – the most of any country.

In 2001, Australia’s emissions increased by 2.2%. In 2003, the increase was even higher, by 6.3%. This increase in emissions (24,300 tonnes) was largely due to increased emissions of methane from agricultural sources (mainly cattle and sheep).

In 2004, Australia’s emissions actually decreased by 0.1%. This decrease was attributed to the increased use of renewable energy sources. According to the Australian government, these include solar, wind and hydro power.

At present, greenhouse gas emissions from Australia are higher than in 1990. If the 12% reduction in emissions is to be achieved by 2012, as required by the Kyoto Protocol, Australia’s greenhouse gas emissions will need to be reduced by a further 3%.

Currently, Australia’s per capita emission of greenhouse gases is higher than in any other developed country. Since the Kyoto Protocol, Australian emissions have increased from 4.3 tonnes per
